0001603: @PreStart and @Select not being fired right
@PreStart should be fired before any hardcoded action, but on skills like Peacemaking, Provocation and Enticement, even when using @PreStart or @Select the message "You are preoccupied with thoughts of battle." still appears when you are fighting.

Confirmed. These triggers would be a lot more useful if they triggered before any hardcoded behaviour with return 1 stopping the skill from being involved (so it doesn't terminate your previous skill)

I think that @PreStart is firing in the correct place for what it does.

The war mode check takes place even before @Select fires, and it would not make sense to have @PreStart fire there. The next automated build will contain an @Wait trigger which I believe will be more appropriate for overriding this behaviour.
