If someone cast "Mass Dispel" and has some other player paralyzed, in the range of the spell of course, this player continues paralyzed after the spell effect.

This is normal, is not a bug and must be never changed.
If you need to remove the paralyzed effect just use @spelleffect and set a timerd=1 to your paralyze rune.
