0001741: Problem with localized text in tooltips.

Description

In last build(#1268)there is a problem with sending localized(unicode ?) text in tooltips. What is interesting, on build #1156(02.09.2009) it was working.
EF_UNICODE ON/OFF (not helps).
With #1156 exe works, with #1268 exe - no. Ini and scripts are the same(adapted to new version).
Client version: 6.0.14.3.

English text is sended perfectly, but Russian is not sended.

1026326, 1026327 are empty clilocs(~1_NOTHING~) in my cliloc.enu.
