0002464: it always show "The tool is out of charges" when use a fish_pole

Description

The "USESCUR" is always "0" when the fish_pole be created.
is it a bug? (sphereserver and scripts are all 2015/1/16 nightly version)

when i use the fish_pole, it always show "The tool is out of charges".
because in the "Skill_Fishing", there are scripts as below, but the "USESCUR" is always "0" when the fish_pole be created.
